Wesley Housing built 13 modular, single-family homes which were sold to moderate-income families. The purchases were made through the Moderate Income Direct Sales program, administered by the Fairfax County Department of Housing and Community Development. Circle Properties, Inc., a non-profit affiliate of Wesley Housing, managed construction as well as administration and financial aspects of the home sales.

The deeds have an equity control clause and are sold back to the Fairfax County RHA, which then sells the properties to another moderate income family, thereby ensuring that these homes stay affordable in perpetuity.
