History: Built in the 1930s, Colonial Village was one of the first garden apartment complexes built in the U.S. and the first to receive federal mortgage insurance. The original 1,000 apartments were developed by Gustav Ring on 30 acres. Mobil Land Development Corporation purchased the entire complex in 1979 and developed two office buildings after committing to Arlington County that 100 apartments would not be renovated and thereby preserved for low-income residents. Mobil agreed the units would be offered for sale to a non-profit organization. Mobil sold 162 apartments to ACT-V, Inc., an agent of Wesley Housing, in December 1991 for $6.9 million. In 2003, Wachovia Securities made the refinancing loan on historic Colonial Village for $8.17 million.  The loan financed the rehab (new HVAC and repairs) and bought out the Bank of America equity investment.
